Formation.

Agricultural development is a major agenda item in many international forums especially in UN summits, AU summits, G8 summits among others.

This is a response strategy towards the food crisis that has   hit the whole continent with some parts of the world especially Africa experiencing mass starvation.

The issue of food crisis has resulted in policy makers worldwide calling for increased and sustained investments in the agricultural sector.

Such investments are urgently needed in Sub-Sahara Africa which derives almost 70% of its people's livelihood in agricultures.

There is therefore a great urgency for collaborative effort in investing in agricultural sector. This is not only because it is a major sector in fighting hunger and poverty that has been rampant in whole SSA but also in that:

Agricultural sector contributes a lot in the share  in the  GDP. The agricultural sector contributes to above 20% in the GDP contribution according to FAO paper, Private sector Agribusiness Investment in Sub-Saharan Africa.

Agricultural sector stimulates growth in other sectors through forward and backward linkages for instance in the case of agro-industries.

Agricultural development is regarded as vital tool for achieving Millennium Development Goal No.1 which calls for a 50% reduction in the share of people suffering from extreme poverty by 2015  (world bank 2007)

Growing dependence of African countries on global imports for food combined with projected food demand and increased demand for agricultural feedstuffs for bio-fuels require in agricultural productivity.  Africa imports 25% of the food grains and there has been a sharp decline resource outflows to the agricultural sector in Africa

Sustenance development in SSA is directly linked to the success of the agricultural sector which in turn rely on sustained investments in the sector (Rosegrant et al 2007).

Given the resource constraints of government in SSA and tight budgetary conditions in many donor countries, the private sector therefore have potential role to play in financing agricultural investment.

MOTIVATING FACTORS

1.    Africa has enough of resources and potential of carrying out sustaining agriculture. Africa is endowed with enough resources necessary for developing the sector of agriculture which the key sector in provision of  food to Africans.

2.    Hunger and poverty among many households in Africa. Africa relies on foreign donors and relief food to feed its citizen. The few efforts done to remedy this situation have yield very little and this is coupled with very few foundations offering the agricultural services.

3.    Performance boost is needed. Agriculture sector is very vital in economies of all African countries. However the sector has been under performing. Developing countries like Thailand, brazil, and Indonesia export more food products compared to all Sub-Saharan countries. Thus any effort aimed towards improving agriculture in Africa will attract the interest from both the African governments and development agencies like World Bank’

4.    Research work and studies have shown many agribusiness opportunities in Africa. Fidel Diame who works with Alliance for Green Revolution in Africa (AGRA) suggests that the advent of agribusiness could create dollar food mark by 2030. Africans need to realize this great potential of agriculture sector and this through customized services of the public and private sector.
